Add the ability to Reopen a Call
How do more people not have this issue? We should be able to re-open a call if needed and work on that job instead of creating a new one for the same incident.

This lacking causes our stat's to be wrong for UCR reporting.

Adding a second call creates false reporting of statistics. This is illegal. There HAS to be a way to reopen a call that was inadvertently closed.
